Haryana Govt Outlines Plan to Absorb MBBS Graduates Under Bond Service
With the first batch of nearly 600 MBBS graduates from government medical colleges scheduled to report for bond service, the Health Department is exploring the creation of approximately 3,000 supernumerary posts to accommodate them. The proposal is currently under consideration by the state government. 2026 graduates will be available for the bond services from February 2026.
Policy Governing Bond Service
- The bond service requirement is regulated under the policy titled “Policy to Incentivise Doctors to Opt for Government Service upon Completion of MBBS Degree Course from Government or Government-Aided Medical Colleges in Haryana.”
- This policy applies to MBBS graduates from government medical colleges starting from the 2020–21 academic session, and to graduates from the government-aided Maharaja Agrasen Medical College (MAMC), Agroha, from the 2022–23 academic session onwards.
- The policy was officially notified on December 21, 2022. As per the policy, MBBS graduates must serve in government hospitals in lieu of 30 lakh bond.
- The MBBS graduates must ensure to register with the Haryana Medical Council. Aspirant’s original degrees and other documents will be in custody of the directors of the respective government medical colleges.
- After offering contractual service to the candidate within one year of completion of the MBBS course, the state government will begin the repayment of the bond amount.
After completion of the MBBS, the aspirants must indicate whether they accept the government service or not. Aspirants who don’t opt for the government services need to pay the bond amount, i.e., 30 lakh, in lump sum or through monthly installments. The posting of aspirants at the Primary Health Centres, District Hospitals, Community Health Centres, and other facilities are done by the Health Department along with the National Health Mission. The authorities allot the posting based on the merit-cum-choice-system. Merit is determined based on cumulative marks obtained in MBBS exams.
Meanwhile, the Directors of Government medical colleges and the Vice-Chancellor of University of Health Sciences, Kutail, have the responsibility to assess the number of students that can be adjusted in medical colleges as a Junior Residents, Tutors, Demonstrators or other similar roles.
These bond doctors will be designated as General Duty Medical Officers (GDMOs), State Service Bond Doctors or Service-Obligated Medical Graduates. The salary of bond doctors is as per with the contractual MBBS doctors employed under the National Health
