The Bond Policy in Uttarakhand has been framed to address the shortage of qualified doctors in the state’s medical colleges, as well as in Primary Health Centres (PHCs) and Rural Health Centres (RHCs) located in hilly regions. The main focus of this policy is to ensure an adequate number of Junior Residents and Senior Residents are available to strengthen the state’s medical infrastructure.
However, the State Govt has yet to decide on the Monetary Penalty in case of default by the candidate, whether it’s due to unacceptance of joining the State Govt or because of admission in a PG course outside the state.

The bond policy applies to the following government medical institutions:
- Government Medical College, Haridwar
- Government Medical College, Haldwani
- Government Doon Medical College, Dehradun
- Veer Chandra Singh Garhwali Medical College, Srinagar
- Soban Singh Jeena Government Institute of Medical Science & Research, Almora
Key Provisions of the Uttarakhand Bond Policy
1. Purpose of the Bond
The bond is implemented instead of concessional tution fees for MBBS and MD/MS courses. Bonded doctors are appointed on a contractual basis in the Medical Health & Family Welfare Department to serve in hilly, inaccessible, and remote areas.
2. Senior/Junior Residency Restrictions
- MBBS and PG doctors from government medical colleges cannot join senior/junior residency until they complete their mandatory bond service.
- This has led to a shortage of residents in government medical colleges, as bonded doctors are deployed in remote service.
3. Non-Clinical PG Students
Doctors who complete PG in non-clinical subjects under the bond policy will not be given posts in government medical colleges, as no equivalent positions exist in the Provincial Medical Service.
4. Bond Restrictions for Certain Categories
- All India Quota MBBS students – Bond is not applicable; they must pay the full course fee.
- PG students in non-clinical subjects – Bond not applicable.
5. Service Duration and Posting Structure for MBBS Graduates
After completing MBBS:
- 1st Year – Junior Residency in government medical colleges.
- 2nd & 3rd Year – Primary Health Centres / Community Health Centres in remote areas.
- Last 2 Years – Service in District Hospitals/hilly-accessible areas.
6. Service Duration for PG Graduates
- PG graduates from clinical subjects will serve two years in government medical colleges (senior residency) and one year in remote primary/community health centres.
7. Bond Amount
The bond amount will be determined by the Uttarakhand State Government and is subject to change over time.
