Doctor’s Association raised the concern regarding the Bond Policy for Haryana MBBS Interns

Doctor’s Association has approached to the Haryana Chief Minister Nayab Singh Saini, sharing their concerns over the bond policy. This bond policy has been proposed to the MBBS Batch 2020 interns in government medical colleges. Doctors shared that interns are being asked to sign and give consent to the bond policy without having a clear map of bond policy’s terms and condition.

Doctor’s had submitted the formal memorandum to the Chief Minister and the Director of Medical Education and Research (DMER), Haryana. The formal memorandum has been jointly signed by Dr Amit Vyas (National President of DMA India); Dr Bhanu Kumar (National Vice-President); Dr Shubh Pratap Solanki (National General Secretary); and Dr Priyanshu Sharma (National Secretary, Women’s Wing). 

Dr. Amit Vyas has made the statement that – taking consent without clear rules and regulations may be administratively convenient, but it is institutionally inappropriate. In continuation to this, he said that interns are fully prepared to serve, but they must be informed about the complete information.

In that memorandum, the highlighting issue was related to the all interns of MBBS Batch 2020 studying in government medical colleges that are affiliated with Pt. B.D. Sharma University of Health Sciences, Rohtak (UHSR).

The issue was arised after the released of the DMER notification dated on January 1, 2026. The notification was about the consent that has to be given by the interns to the proposed bond policy. 

 

The association offends and said that the information shared in the notification regarding the policy remains unclear and such policy makes a direct impact on the career. The unclear informations includes nature of service obligations, salary/remuneration, duration of the bond, its impact on PG admissions, and legal framework. Association also states that no consent will be given to the bond policy without the proper information.

The association has urged the Haryana Chief Minister to issue a detailed and clear notification regarding the bond policy.
