Punjab NEET UG Counselling 2026: Official Notification Released – MBBS/BDS Admission Rules

Who Conducts the Counselling?
The Punjab Government has authorized Baba Farid University of Health Sciences (BFUHS), Faridkot to conduct centralized counselling for all seats except the All India Quota. This includes:

All admissions will be strictly based on NEET UG 2026 merit. No other entrance test will be considered.
Eligibility Criteria for Punjab State Quota
To be eligible for the 85% State Quota seats in Punjab’s government medical/dental colleges, a candidate must meet one of the following conditions:

Punjab Government employees (posted in or outside Punjab with at least 3 years of service)
Central Government employees posted in Punjab/Chandigarh with at least 3 years of service
State Govt. institution/undertaking employees posted in Punjab/Chandigarh with at least 3 years of service
Employees of autonomous bodies/companies where Punjab Govt. has 20% or more shares (at least 3 years of service)
Pensioners of Punjab Government
Persons who have settled in Punjab or resided there for at least 5 years prior to application submission.

Note: For BDS courses, if adequate state-quota candidates are not available, candidates not eligible for state quota may be considered.

The same reservation percentages apply to Government Quota seats in private medical/dental institutes.

Private institutes also reserve 1% for Migrants from Jammu & Kashmir due to terrorist violence (with valid certificate).
All India Quota (AIQ) & State Quota Split
15% seats in Government Institutes – filled through MCC AIQ Counselling
85% seats – filled through BFUHS State Counselling
If AIQ seats remain unfilled after MCC surrenders them, they will be filled by Punjab State as per NEET merit and existing reservation rules.

NRI Definition
A Non-Resident Indian means a person of Indian origin (Indian or foreign passport holder) who is temporarily or permanently settled outside India for employment, business, or any other purpose indicating intention to stay abroad for an uncertain period.
Documents accepted: Foreign Passport, Green Card, Permanent Resident Card, OCI/PIO Card, or Proof of Residency issued by competent authority.
Important:
OCI/PIO candidates are considered only for 15% NRI Quota seats
NRI counselling is conducted before counselling for other categories
Leftover NRI seats go to General Category (Government Colleges) or Management/Minority Quota (Private Colleges)

Service Bond for Government College Students
A Service Bond of ₹20,00,000 (Rupees Twenty Lakhs) applies to candidates admitted to MBBS courses in Government Medical Colleges/Institutions of Punjab.

Candidates Already Admitted (Previous Academic Session)
Candidates who were admitted to MBBS/BDS in any Indian institution during a previous academic session can participate afresh in Punjab counselling subject to:
Obtaining NOC from Chairman, Admission Committee
Obtaining Relieving Certificate from previous institution
If resigning within 2 years of joining: liable to pay entire course fee
Key General Conditions
Combined merit list (including reserve categories) displayed on BFUHS website at least 7 days before counselling
Only institutes approved by all authorities before the first counselling will be considered
No admissions after the date notified by NMC, regardless of vacancies
Leftover AIQ seats surrendered by MCC → filled as per NEET merit
Fee deposited after document verification at college level (online or DD)
SC/BC reservation calculated after deduction of AIQ seats
PwD candidates must get certificate from MCC-designated centres (list on mcc.nic.in)
MCC guidelines will be followed in the counselling process
Vacant reserve category seats → transferred to General Category
